Project goal :  To contribute to a tobacco-free China. Implementation by the Chinese Center for Disease Control and Prevention with partners in six Chinese cities (Beijing Municipal Center for Disease Prevention and Control, Institute for Chronic and Non-communicable Diseases (ICND), Tianjin CDC, Shanghai Smoking Control Association (SSCA), Health Education Institute of Shenyang City, Qinhuangdao CDC, and Qingdao CDC HEI).

Key achievement to date: Policies, regulations, and/or circulars were issued in each of the six cities to provide smoke-free public spaces, including government offices, indoor workplaces, transportation, hotels, and educational facilities.

Objective : This grant supports MPOWER letter goal P, to Protect people from tobacco smoke. 

Major accomplishments to date:

  • Beijing: Mayoral Order approved for the implementation of smoke-free public spaces; Government Order 204 issued regarding scope of public places declared smoke-free, implemented from May 2008; proposal signed to ban smoking in national government ministries and commissions; smoke-free restaurants promoted beginning June 2008.
  • Shanghai: Tobacco Control Legislation Group established to discuss expanding the scope of existing smoking ban to all indoor work places; completed legislative draft.
  • Qingdao: Modifications to existing smoking ban regulation submitted for approval; Interim "Regulations on Banning Smoking in Public Places and on Public Vehicles during Sailing Games of 2008 Olympic Games" developed and put in place; a circular banning smoking issued for public places during Olympic Games as an interim step.
  • Shenyang: Government announcement of smoke-free public places effective May 2008; regulation banning smoking issued for Olympic venues and other public places including transport and education facilities.
  • Qinhuangdao: Preparations made to modify the Administrative Measures for Banning Smoking in Public Places.
  • Tianjin: Advocacy underway to modify "Rules on Banning Smoking in Public Places in Tianjin Municipality; smoke-free taxi policy in place April 2008.
  • Guidelines developed for the Implementation of Smoke-free places.
  • 18,000 copies of guidelines printed and disseminated in the six project cities for publicity and educational uses.
  • Baseline surveys completed in five of the six project cities (surveys in Beijing were undertaken through another grant - CHINA-1-78) of the general public's awareness of the harmful effects of direct and passive smoking.
  • PM2.5 testing completed to assess current air quality in nearly 500 sites in the six cities.
  • Media network established and large multi-media campaigns implemented in all project cities.
  • Informational materials produced (including signs, guidebooks, news articles, PSAs, pamphlets, posters, and manuals). Millions of copies disseminated.
  • Project teams supported smoke-free policies during the Games by generating media coverage through media conferences, broadcasting of PSAs, organizing workshops with leaders, and providing training programs for workers in hotels, restaurants, hospitals, and transport.
  • Qingdao's Vice Mayor called on all leaders to sustain smoke-free venues into the future.
  • Support for tobacco control generated with many smokers being encouraged by Quit and Win campaigns (supported by MOH) in all six cities.
  • External evaluation was carried out in May 2008.
  • The implementation of Smoke-Free Olympics is being undertaken through the collaboration of agencies in six cities. Within each city, a multi-sector, collaborative sub-network has been formed.
