Key achievement to date: Beijing Mayoral Order for the implementation of smoke-free public spaces developed, approved, and implemented.

Major accomplishments to date:
- Task force created, comprised of senior representatives of the Beijing Health Bureau, the Beijing Patriotic Health Campaign Committee, and the Chinese Center for Disease Control and Prevention; monthly progress meetings held.
- Task Force Conference attended by representatives of 15 government and quasi-government institutions to begin implementation of the regulations.
- Approximately 3,000 persons trained to improve enforcement skills and effectiveness.

The team visited Hong Kong to observe and learn from tobacco-free legislation in action. - 1,231 smoke-free supervision officers and inspectors trained on smoke-free regulations and enforcement protocols.
- Research undertaken to collate evidence from a number of countries.
- Mass media and public information campaigns developed and initiated; hosted press conference for more than 200 media personnel.
- PSAs and other advocacy materials developed and disseminated; public engaged in developing materials; millions of copies of the mayoral order CD disseminated to local communities.
- Smoke-free restaurant campaign designed and launched.
- Baseline established of the general public's awareness of the harmful effects of direct and passive smoking; additional baselines collected from pregnant women, media personnel, and tourists. Follow-up surveys conducted with same interview population (following the implementation of the Mayoral order) to assess changes in public awareness.
- BPHCC developed and distributed 1.5 million posters, handouts, and signs in stores, bus stations, office buildings, etc.
- Smoke-free restaurant survey completed; awards ceremony held for 114 entirely smoke-free restaurants.
- Publicity materials produced, such as brochures, smoke-free signage, posters, direct mail out letters, audio adverts and CDs including: 500,000 pamphlets, 200,000 posters, 100,000 "no smoking" stickers, and 400,000 "no smoking" signs.
- Drafting team created and trained on tobacco control regulations and FCTC requirements.
- Research completed on tobacco control regulations and legislation to inform the revised regulations.
- Revised regulations put to public consultation through a symposium and the internet.
- Mayoral Order finalized for the implementation of smoke-free public spaces and implementation began on May 1, 2008; Rules of Beijing Regulations on Scope of Banning Smoking in Public Places published on Beijing Government webpage.
- Olympic and other specified venues inspected for compliance.
- Evidence-based recommendations developed for implementing tobacco-free city regulations.
- Conferences held with experts to discuss smoke-free implementation; follow up meeting held with implementation supervisors.
- Smoke-free legislation drafted; meetings held with local experts to review, revise and clarify its contents.
- Symposium held for Beijing People's
Congress members to plan smoke-free public
spaces campaign. Taskforce established to
oversee implementation of smoke-free policies
in all Olympic cities.
