Key achievement to date: A Memorandum of Understanding has been signed by the various organizations that have agreed to collaborate to counter the tobacco epidemic. Signees include Philippine College of Physicians, Philippine College of Chest Physicians, Philippine Academy of Family Physicians, Philippine Heart Associations, Philippine College of Surgeons, Philippine Medical Associations, media networks, and other government and private organizations.

Objective: This grant supports MPOWER goals. 
Major accomplishments to date:

  • Permanent office established for FCAP and office equipment purchased.
  • IT infrastructure and new website established; latest tobacco control news regularly updated on website,  http://www.tobaccocontrol.ph/
  • Human resources recruited; media advocacy workshop contributed to staff development.
  • Strategic planning completed, support of key regional partners confirmed, and advisory committee formed.
  • Media advocacy campaign developed.
  • Advocacy/IEC materials developed to further strengthen image of FCAP as a tobacco control organization.
  • Supported work of health sector and government partners: monitoring violations of outdoor tobacco advertising ban and presenting "Book of Violations" to Department of Health, staging "Smoking Worsens Poverty Campaign," broad based advocating for picture-based health warning bill, organizing public forums on the effects of smoking, supporting Philippine College of Chest Physicians (PCCP) and Philippine College of Physicians (PCP) to create tobacco control advocacy committee, participating in joint government/non-government World No Tobacco Day with theme "Breaking the Marketing Net".
  • Mobilized and engaged various community- and university-based youth groups to develop and implement tobacco control advocacy events.
  • Undertook research on graphic health warnings and ran a work workshop on this theme together with the Southeast Asian Tobacco Control Alliance (SEATCA).
  • Successfully launched projects with an outdoor concert and photojournalism contest.
  • Preliminary advocacy undertaken with the Department of Health and some political support gained for establishment of multi-sector Health Promotion Foundation.
  • Following study and analysis, draft recommendations have been formulated concerning incorporation and structure of a Health Promotion Foundation.
